In particular the [[https://github.com/ivoa/vo-dml/milestone/1][1.1 milestone]] collects the issues that are expected to be complete for 1.1 and the issues tagged [[https://github.com/ivoa/vo-dml/issues?q=is%3Aopen%20is%3Aissue%20label%3A%22VO-DML%20Language%22%20milestone%3A%22VO-DML%201.1%22]["VO-DML Language"]] are those that specifically relate to the VO-DML standard rather than the wider topic of the VO-DML tooling (which is in the same repository).
